Backstop for missed RouteFusion webhooks. Each run drains the incoming and outbound RouteFusion feeds and creates any bank transactions that are missing. Neither feed can express a date window, so each run self-bounds. Existing rows are never duplicated.
This schedule doesn't exist in Temporal. It never runs.
